Kirill Shamiev

Kirill Shamiev joined PPMI in January 2022 as a public management and administration researcher. He received his master's degree in public policy from the Central European University in Budapest (Hungary), and his bachelor's degree in political science from the Higher School of Economics in Saint Petersburg (Russia). Since 2018, Kirill has been working on a Ph.D. in political science focusing on civil-military relations and security sector reforms at Central European University in Vienna (Austria). Kirill’s research interests lie in the sphere of evidence-based policymaking, impact evaluation, security sector reforms and designing intervention in response to conflict and violence. Kirill uses quantitative (panel data, quantitative text analysis, quasi-experiments, big data and machine learning in R, Python, and Stata) and qualitative (text analysis, QCA, process tracing) methods. His doctoral research project studies the impact of civil-military relations on success and failure of defense policies in Russia. As a student, Kirill won several prestigious awards, such as The Rector’s List award of the “Golden HSE” contest at the Higher School of Economics and "Excellence in Teaching Assistantship Award" from the School of Public Policy at the Central European University. He taught Policy Analysis to undergraduate and graduate students at the Higher School of Economics and European University in Saint Petersburg. Kirill is a founding member of the MethodsNET, Methods Excellence Network, a global community that provides an inclusive conversation and innovation space around research methods in academia, business, government and civil society. He is a native Russian speaker, fluent in English, and studies German.
