Haroldas Brožaitis

Haroldas Brožaitis has extensive experience leading and coordinating complex projects which deal with developing, managing, monitoring and evaluation of public policy interventions, particularly those co-financed by the European Union. During his 16 years as a policy analyst and evaluator Haroldas has accumulated in-depth knowledge and experience in the development and practical application of research methodology and tools relevant to the evaluation and impact assessment of policy initiatives, interventions and organisations in various areas of public policy. As the project director or the lead evaluator he has led numerous large-scale, pan-European assignments, spanning all the EU Member States and beyond, these have included evaluation and impact assessment, as well as on-the-job training, technical assistance and advice to public sector managers.

  • Policy areas: performance management and monitoring in the public sector, research and innovation, education, employment, social inclusion, regional and integrated urban development.
  • Methods: quantitative and qualitative research, including desk-based research, interviews, surveys, focus groups, statistical analysis, cost-effectiveness analysis, counterfactual evaluation, theory-based evaluation etc.
  • Project management: experience in building and leading multi-national expert teams; deploying and running help-desks tailored to provide on-going technical assistance and management advice to public administrations; managing complex framework and other long-term contracts.
