The role of loans in financing vocational education and training in Europe
The purpose of this study was to gain a clear understanding of the role of loans in financing and promoting vocational education and training in Europe. The study explained operation of loans, evaluated their implementation and provided recommendations for policy and practice. The research team established which of the 27 EU Member States plus EFTA/EEA (Iceland, Lichtenstein, Norway) and candidate countries (Croatia, FYROM, Turkey) used loans to finance vocational education and training. On the basis of findings a short description for each country was provided. The research team also examined in-depth the use of loans to finance vocational education and training in eight selected countries where it identified specific success or failure factors and evaluated their loan systems in terms of effectiveness, equity and other criteria.
