Technical support to improve the capacity for assessing and benchmarking the efficiency of public spending
The project “Technical support to improve the capacity for assessing and benchmarking the efficiency of public spending” was designed at a time when Member States are dealing with increased fiscal pressures stemming from such reasons as globalisation, demographic trends, political commitments to higher spending and increased demands from citizens. The general objective of this specific service contract is to contribute to institutional, administrative and growth-sustaining structural reforms in Austria. PPMI and WIFO will support the national authorities in enhancing their capacity to formulate, develop and implement reform policies and strategies and in pursuing an integrated approach ensuring consistency between goals and means across sectors, and will support the efforts of national authorities to define and implement appropriate processes and methodologies by taking into account good practices of and lessons learned by other countries in addressing similar situations.
In order to implement these objectives, PPMI and WIFO will prepare a technical report defining an appropriate input and output indicators to measure public spending efficiency and develop an analytical model to measure and benchmark public spending efficiency.
The project is expected to produce the following immediate outcome of improved capacity of the Federal Ministry of Finance to apply analytical methods for measuring public spending efficiency within key policy-areas and benchmarking across Bundesländer in order to identify potential performance gaps and efficiency gains.
