Study on assessing the contribution of the framework programmes to the development of human research capacity
The study aims to assess the contribution of the Framework Programmes to the development of human research capacity. The results will allow further understanding of the socio-economic impacts, effectiveness and efficiency of the Framework Programmes with respect to intangible assets such as skills and expertise of researchers - and to support the design of new programmes.
This particular focus is highly appropriate to gain insights on one extremely relevant but not yet sufficiently and satisfyingly measured type of impacts of the Framework Programmes: the impact on the development of human research capacity, knowledge workers with specialised and advanced skills and expertise. This is recognised to be a cornerstone for achieving the high-level EU goals of realizing a knowledge economy to foster sustainable growth, jobs, competitiveness and welfare in Europe.
