Preparation of feasability study „Support to international cooperation of cultural and creative sectors and dissemination of national culture abroad"
This study was implemented to prepare the Ministry of Culture of the Republic of Lithuania for new policy developments in the field of internationalisation of culture. The study has twofold goals. First of all, it describes the current state of the play of culture internationalisation policy in Lithuania. Using foreign good practice examples as a stepping stone study provides recommendations on how formulation and implementation of this policy could be improved. In this study, internationalisation is approached as a specific qualitative property of culture, which can be an objective of policy interventions. Research material, which is presented in the report, helps to look at current policy means (used to support international cooperation of cultural and creative sectors and dissemination of national culture abroad) as a package of interventions for internationalisation of culture.
The report presents arguments on how policy objectives and priorities of this policy could formulated. It recommends to change current formulations of policy objectives, which are limited to description of actions and do not allow to discover specific values created by these actions. They also do not provide solid arguments to finance them. Based on examples from Denmark and the Netherlands the report indicates a mode of institutional coordination of this policy, which would be most suitable for a current phase of development of this policy in Lithuania. Finally, the report also provides with a comprehensive description of currently implemented policy measures and a judgement on relevance of these measures for objectives of this policy. Recommendations also suggest on how these policy measures could be further developed to increase impact.
