Network of experts on the social dimension of education and training (NESET) 2021

Social inclusion, in and through education and training, is of the utmost importance when it comes to laying foundations for the development of more prosperous and more cohesive European societies. All Member States face challenges in ensuring equal access, quality and effective governance within all levels of education, from early childhood education and care (ECEC) and compulsory schooling through to vocational education and training (VET), higher education, and adult learning. Action is necessary to advance European-level policy development and cooperation in education and training, in order to support Member States’ efforts to modernise and improve their education systems, and to make them more equitable and inclusive. Thus, the overall objective of NESET, as an advisory Network, is to contribute to the improvement of European-level policy development and cooperation in education and training in order to support and supplement the efforts of Member States to improve and innovate their education systems that combine quality, equity and ensure equal opportunities for all.

NESET Network is a DG EAC project which has been coordinated by PPMI since 2015. The network is a continuation of NESET II (2015-2018) which was predecessed by NESSE (2007–2010) and NESET (2011–2014) networks. 2021 marks the third year of the current NESET cycle (2019-2022).

In 2021, NESET delivered three analytical reports:

  • Governing quality Early Childhood Education and Care in a global crisis: first lessons learned from the COVID-19 pandemic.
  • A systemic, whole-school approach to mental health and well-being in schools in the EU.
  • The impact of COVID-19 on the education of disadvantaged children and the socio-economic consequences thereof. 

In addition, NESET produced a number of short ad hoc reports that contributed to the preparation of Education and Training Monitor 2021. 

To address evolving needs of DG EAC for ad hoc on-demand expertise and consultation the network also provided support to DG EAC during stakeholders’ consultations for the Digital Education Hub as well as provided expertise services linked to the provision of technical support on promoting well-being, enhanced mental health and preventing bullying and the Commission initiative “Pathways to School Success”.
