Evaluation of the operation of ERCEA (2012-2015)
The European Research Council Executive Agency (ERCEA) was established to manage Ideas research grant programme in the FP7 and ERC grants under Horizon 2020. PPMI carried out the 2nd external evaluation of the ERCEA and evaluated its performance between 2012 and 2015. The evaluation assessed what had been achieved in terms of financial savings, improved services and other efficiency gains by delegating the ERC grant administration to the Executive Agency. A mix of different qualitative and quantitative methods was used in the course of evaluation, including desk research, interviews, surveys and cost–benefit analysis. It helped the Commission services assess whether the creation of the Agency had yielded the expected results. The results of the evaluation were expected to contribute towards improving the implementation of Horizon 2020 and provide an evidence base for designing the implementation of future actions.
