Analysis of the first results of the implementation of the 2014-2020 Operational Programmes Supported by the Youth Employment Initiative (YEI) and related YEI and ESF youth employment actions in the Member States in 2015 and 2016
The overall purpose of this study was to provide the European Commission with an analysis of the progress of the implementation of the Youth Employment Initiative (YEI) and other European Social Fund (ESF) funding relevant to youth employment measures, with a particular focus on the actions that were undertaken. The study assessed overall progress of the YEI’s implementation in all 20 eligible Member States and the 34 Operational Programmes containing YEI funding. In addition, the study analysed the ESF supported youth employment actions implemented under the same Operational Programmes in order to establish their interaction with YEI actions and identify complementarity.
The research was undertaken by our network of national experts. Data for the study were gathered by combining several different research methods: interviews, survey of Managing Authorities and desk research including an analysis of the national evaluations of YEI implementation submitted by Member States by the end of 2015. The study resulted in preparation of 10 less detailed YEI progress reports and 10 in depth country chapters covering all YEI eligible Member States. In addition, a synthesis report containing an overview of the programming arrangements and main implementation progress on the YEI and other ESF supported actions on youth employment until 2016 were prepared.
Results of the study will be used into reporting on the progress of the YEI and the Youth Guarantee in 2016, in particular a Commission report to the Council due in October 2016 and the spring 2016 budgetary proposals by the Commission in relation to the continuation of the Youth Employment Initiative.
