PPMI to provide the periodical (tri-annual) evaluation of the operation of the Education, Culture and Audiovisual Executive Agency (EACEA) in 2015-2017

PPMI was recently contracted by the Directorate-General for Education, Youth, Sport and Culture of the European Commission (DG EAC) to carry out a study supporting the evaluation of the Education, Culture and Audiovisual Executive Agency (EACEA). The EACEA is one of the oldest executive agencies in the European Commission that celebrated its 10th anniversary in 2016. The Agency was established by the Commission for the management of EU actions in the fields of education, audiovisual and culture. The 2014-2020 programmes managed by the Agency include Erasmus+, Creative Europe, Europe for Citizens, EU Aid Volunteers and Pan-Africa programme.

Since the previous evaluation of the Agency covered the period of 2012-2014, the current evaluation will analyse the performance of the Agency during the period of 2015-2017. In line with the Commission’s better regulation principles, the scope of this evaluation covers the evaluation criteria of efficiency, effectiveness and coherence. Policy-relevant conclusions and recommendations will be provided on how the functioning of the Agency could be improved, formulated on the basis of the data to be gathered through the desk research, interviews, case studies, surveys and cost-benefit analysis.
