PPMI was awarded the framework contract (FWC) for the provision of services in the areas of evaluation, impact assessment, monitoring and implementation and of other related services, in relation to the Health and Food policies- Lot 1 (Health). In collaboration with CSES (United Kingdom) and Maastricht University (Netherlands), PPMI will enable Directorate General for Health and Food Safety (DG SANTE), the Consumers, Health, Agriculture and Food Executive Agency (CHAFEA) and other Directorate Generals to have access to a highly qualified and deeply experienced external pool of expertise to be drawn on whenever the need arises through the issuing of Requests for Services (RfS). Having such expertise at its disposal will support the relevent EU institutions in carrying out its activities and in fulfilling the objectives set out in their annual management plans. The FWC will ensure that technical input is available to carry out evaluations and impact assessments across the policy implementation lifecycle (ex-ante, mid-term and ex post), and in particular, to assess the likely impacts and/or effectiveness of a specific policy or regulatory proposal.
Each specific contract concluded under the FWC following the submission of tenders in response to individual RfS will set out the type of analysis to be carried out, the scope, objectives, elements to be considered and processed, and the resource allocation, timetable/work schedule. The scope of the FWC covers evaluations and fitness checks, impact assessments, as well as monitoring activities and implementation assessment.
