PPMI completes the execution of the Progress Assessment of ESF Support to Public Administration (PAPA) project for DG Employment, Social Affairs and Inclusion of the European Commission

The purpose of the PAPA project was to present the specific cases of ESF support in the beneficiary countries of ESF thematic objective 11 ’enhancing institutional capacity of public authorities and stakeholders and efficient public administration’ (BG, CY, CZ, EE, FR, EL, HR, HU, IT, LT, LV, MT, PL, PT, RO, SI, SK) and to show the role of ESF financial support to public administration for the purposes of accountability and learning. The PAPA study differed from other monitoring and evaluation assignments by focusing on a ’storytelling’ approach rather than a schematic assessment of ESF support based on a set of evaluation criteria. We tracked the journeys of selected cases from project inception to the delivery of key results based on the policy narrative framework containing a good deal of personalisation. The PPMI team produced 30 case studies and factsheets, their summary report and organised the final seminar of the PAPA project in Brussels. The PAPA deliverables will be published as publications of the European Commission on the EUROPA website.
