Egidijus has more than 20 years’ experience in conducting policy-relevant studies and evaluations, and providing advice to decision makers. His main field of expertise is the digitalisation of public administration, industries and labour markets. He has a strong track record of working with and leading multinational teams of experts. He has worked for a variety of national and international clients at various levels of government: municipal authorities, national ministries, the European Commission and EU agencies. Egidijus conducts training on public policy analysis, and is a lecturer at Vilnius University and author of numerous publications.

Vaida has been part of the PPMI team since 2013. She holds a Bachelor’s degree in Political Science and International Relations from Vilnius University, and a Master’s degree in International Public Policy, acquired at Erasmus University Rotterdam in the Netherlands. At PPMI, Vaida has been involved in numerous research projects for the European Commission and EU decentralised agencies, carrying out research and managerial roles. Her main fields of interest include survey research, welfare and social policies, the labour market and employment, as well as digitalisation and digital platforms. Vaida is continuously upgrading her research and managerial skills through her participation in training and summer schools, as well as self-study. In addition to this, she has gained valuable teaching experience at Vilnius University.

Hedvika has six years of experience in coordinating and implementing international research projects, from methodological design and fieldwork to analysis and reporting. At PPMI, she is responsible for project delivery, quality control and the management of large teams of experts in cross-country settings in the areas of gender, equality and social affairs. As an expert and policy analyst on gender, Hedvika contributes to various research activities and turns evidence into recommendations. She has worked with several EU institutions and bodies, such as the European Institute for Gender Equality, the European Commission and the European Parliament. Her aim is to position PPMI as a ‘go-to’ organisation for research-based advice aimed at integrating the perspective of gender equality and an intersectional approach into public policies and their management.

Dovilė has more than 15 years’ experience in researching policy initiatives, interventions and organisations in various areas of public policy. Her main research interests focus on labour mobility and migration policy, employment, education and training, social inclusion and public health, as well as on (quasi-)experimental evaluation methods and data analytics. She manages multinational teams of experts that provide research and consultancy services to the European Commission and other national and international authorities.

Luka Klimavičiūtė is a Research Manager with more than 6 years of experience delivering studies on employment, digitalisation and industrial policies. Her research typically focuses on quantitative methods: she has overseen a number of large-scale surveys, cost-benefit analyses, evaluations, impact assessments and a randomised control trial. Luka translates difficult concepts into easy-to-understand messages with the help of data visualisation tools. During her career, she has collaborated with the European Commission and its agencies, the UN, the World Bank, Oxford’s Migration Observatory, and Invest Lithuania.

Alina has more than 10 years’ professional experience in conducting research and evaluations at national and EU level. She has been involved in more than 15 studies and evaluations contracted by the European Commission, the European Parliament, UNICEF, the Office of the Government of Lithuania, and national ministries. Alina specialises in ESIF evaluation and performance management. Recently, she has undertaken the role of manager and co-ordinator for several research projects in the areas of child poverty, education and social inclusion.

Hanna has worked at PPMI since the beginning of 2011. Her main research interests and fields of work centre on education, children’s rights and well-being, migration, sustainable development, social inclusion and gender equality policies in Europe and beyond. She leads numerous studies covering education governance, educational assessment systems, school innovation and digital education, the professional development of teachers, inclusion and equity in education, education for sustainable development, and others. Hanna has led research projects commissioned by various Directorates-General of the European Commission, as well as the European Parliament, Eurofound, UNICEF, UNESCO and the ETF, covering various geographical regions including the EU, the Balkan countries, Eastern Partnership countries, the Caucasus and Central Asia, Africa. Hanna also currently serves as the Deputy Scientific Coordinator of the Network of experts on the social dimension of education and training (NESET), and the European Expert Network on Economics of Education (EENEE) – two key knowledge providers to the European Commission on various issues in education policy.

Milda has 4 years of experience in public policy research and technical assistance. At PPMI, she has worked with a number of clients, including the European Commission (DG EAC, DG TAXUD, DG REFORM, DG GROW, JRC) and EU agencies such as Cedefop and ETF. Her primary expertise lies in skills development and labour market policies, but academic interests also include family and disability policies. Milda has worked on a wide range of assignments, covering educational infrastructure, vocational education and training, adult education, lifelong learning, labour market segmentation, and public-private partnerships in skills development. She has extensive experience with applying various data collection methods, performing data analysis, and coordinating stakeholder and expert consultation activities. Since 2019, she has also been leading policy research assignments.
